The distance is specific
Across 278 systems with T between 50% and 90%, the typical gap is concentrated in around two of five governance evidence areas. These usually concern human oversight, contestation, explanation, decision traceability or automated-decision control. The gap can be named before the decision and re-tested after the evidence improves.
A finite evidence agenda
A buyer, investor or board can turn “improve AI governance” into a bounded decision: identify the few records that matter, make them verifiable, and test whether the stronger evidence changes the external position before procurement, scale, investment or scrutiny.
